Please join the Alliance to see a copy of the Treasurer’s Report. Director’s Report Winter directors meeting was held in Cable. The cable area had the most rideable snow in years. Pres Dave Neuman said thanks for all of the help in this challenging year, with the wet weather and storm damage. The Drifters Bison road trail was accepted as a funded trail. This provides a funded route to Waupaca county. 3000 more passes were sold this year compared to last year The $10.00 pass sold 2180 over last year as of 12/31. 24,430 trail passes were sold in December The year end total is 51,914. The Military ride happened this year. 34 veterans were taken on the military ride. Mike asked how many people use the commercial sponsors section in the magazine. Reducing the number of times published from 3 times a year to once a year is being discussed. VP Lori Heidemann spoke about Silent Sports people trying to pass a bill only allowing silent sports on state lands. This failed miserably. Safety instructors – Discussed bringing back the snowmobile ride part of the test. Exc Dr – Sam Landis – Sam walked Blue Mounds State Park. He discovered the park mowed the grass on the trail down to 2 inches. Yet some people are worried about the snowmobile trail destroying habitat. The Wolf River Bridge was all set to go. Now the Blue Mounds attorney has gotten involved. They are going after technicalities. The DNR cleaning up the language. Support is still needed at meetings The Legislative committee talked about the 40 ft rule. The current rule is that on any US, State, County letter or numbered highway snowmobile trails must be 40 ft off the edge of the pavement. There is discussion about changing this to 10 feet or closer, and ok for two way traffic. 10 feet or closer with permit from maintaining authority. Stormy at the AWSC office mentioned keeping names updated. The name at the club level needs to match the DNR database. This can be checked on the gowild site. GPS and SNARS – There are 120 GPS units in groomers. This is generating a lot of data. A plan needs to be put in place to process all of the incoming data. AWSC membership – If any club has an increase in membership of over 10% their name will get thrown into a drawing for $500.00. Trail and Grooming Report Trails were open for 43 hours from Saturday noon and closed at 7 am Monday. The website was updated on Monday. The Travel Wisconsin website is typically updated on Thursday. Mary who works for Rob Way sends the updates. The official source of county trail status is the phone number. The WCSA website refers to the phone number. The March 7th trail closing date has been removed from thewebsite. It was suggested Rob Way record a shorter more concise phone message. Put the Village of Winneconne update first Winneconne update – Matt Krueger The trail through the Village of Winneconne is closed for the season After putting matts out, additional snow fence, adjusted the matting, and threats to close the trails. There have been more complaints of people riding off the marked trails. Violators are going around no snowmobile signs, and riding around in Marble Park. The club received another list of problem areas from Police Chief. A decision was made at the club level to shut them down for the season. Rob Way has been notified. The Winneconne administrator was upset it was closed. Moving forward – The situation is in a cooling off period. This may be put on the agenda to be discussed at a Village meeting. Sam Landis from the AWSC suggested discussing at a village meeting so everything is recorded in the minutes. Sam thinks the club is in a good place to open up negotiations. It was suggested to work with the chamber of commerce to get the businesses on the side of the club. Signs have been made and placed on each end of the town informing that the village is closed. Map Committee Update Mike had a box of 400 maps at the meeting. Need to log who takes the maps. Map prices are $2.00 each. Clubs get all of the revenue from map sales rather than returning $1.00 back to the alliance. This was changed years ago. UR here maps are here. Paul Kuehnl showed them to everyone. The maps look great. Recommended replacement is 2-3 years. Cost is $40.00 to recover them. New business Duane Luker read a letter from the Berlin River Riders – The letter voiced concern about trails in Winnebago County not opened. Zone 4 was closed which kept the Mascoutin railroad grade in Winnebago county closed. This railroad grade connects Green Lake and Fond du Lac county. The Berlin would like a say if Zone 4 is open or closed. On the day the trails opened Zones 1, 2, 3, and 5 opened initially. There was a 3 hour delay in opening Zone 4 until all of the trail bosses could agree to open. Some trails in Zone 4 were not marked due to unharvested crops. The unmarked trails were marked in the ditches. Jason and Mike suggested that the Berlin club talk to Rob Way to see if there is an option to open the Mascoutin railroad grade separately. Lisa Breu talked about Spring Brook Poker Run Books. Cost of the books is $10.00. The Poker run party at Spring brook Tavern on March 7th. Motion to adjourn was made by Debbie Beyer, and seconded by Scott Hall. Next meeting is Tuesday February 25th, at Tanners Tap at 7:30 pm. Jason asked if there is an interest for the alliance to pay for two club trail signs for each club trail? There are 18 club trails, which would equal 36 signs. Sign dimensions are 6 inches by 6 inches signs and should cost less than $10.00 each. The Alliance has funded zone signs in the past. A motion passed last year for the alliance to fund intersection signs. There are 25 intersections. If the Alliance orders the signs this would help with consistency across the county. A motion was made by Paul Villwock and seconded by Mark Bombinski to buy the first 2 club signs for each club trail, C1 to C18. Motion passed unanimously by voice vote. Jason will review the sign handbook and order the proper colors Green Lake, and Waushara County will have a holiday deer hunt. December 24th to January 1st. Duane Luker provided a summary of citations and warnings written by the county snow patrol. Hilltop road by the rec trail was a popular spot. On the lake during fisherees is a popular patrol. We can ask the patrol captain to patrol Winneconne when the trails are open. Someone asked Duane if anything be done about unleashed dogs on the Wiowash trail? Duane said the Sheriff’s Department receives about 100 anonymous complaints a day, so don’t hesitate to call. The county trail map should say no ATV’s on trails in a box somewhere. It was suggested the alliance order some no ATV signs for clubs to get if needed. Jason asked the clubs to check there no ATV sign inventory. There have been a number of wrong addresses sent in to the AWSC office. Make sure your name and address match in the DNR system and your club or it will get kicked back. The Alliance found out in August, that the village of Winneconne was concerned about damage caused by snowmobiles this last year. Village government representatives wanted a meeting or they were going to shut down the trail through the village. Damages included scratches on the concrete on the new bridge. The issue is the whole south side of the bridge was supposed to have a snowmobile friendly coating put on the concrete. Due to cost issues the coating only spans from water line to water line. The ends of the bridge without the coating was scratched by carbides and spikes. There were scratches to concrete in various places in the village along the snowmobile route. Basketball court in Marble Park was damaged. The court is not near the trail and was in need of resurfacing prior to the snowmobile damage. WCSA officers met with village government representatives and agreed to work with the Winneconne Wolfrunners to protect these areas from further damage. Ideas were discussed during the alliance meeting on how to best protect the bridge. Ideas included rubber belting laid down on the bridge to protect the concrete and snow fence in residential areas to keep snowmobiles on the trail. Belting 4 ft in width would be ideal. It is estimated the west end of the bridge could take a piece 60 yards in length, and east end would need 40 yards. Mark Bombinski will check on the leftover fence from the nationals. Michaels Quarry would be a good candidate to see if they would have any belting to donate. There will be reroute through the village on 9th street south to Riverview Drive. This is a more direct route with less turning. Jason proposed spending some Alliance money on snow fence and other materials to prevent damage to city and residential property. No numbers were discussed. Just trying to gauge interest. Supplemental paid out at 50%. The payout will be sometime in October. There may be a second check but not sure of percentage or when it would be paid out. Trail and Grooming Report The wet weather this year has resulted in lot of fields that did not get planted. This could result in more winter wheat being planted across the county. Please remind your clubs to keep up with SNARS reporting. SNARS should be filled out within two weeks of doing work. Timely updates to SNARS will not only ensure that clubs get the money that is owed them but will help Rob Way from the county understand how much money is left in the budget. As the end of the season approaches Rob can predict if money is left over for extra work projects. Grooming contracts are not ready. Contracts should be available next month at the WCSA meeting. Make sure reimbursement checks are sent to the right person in your club so they get cashed in a timely manner, otherwise it could affect supplemental. Mike will check if contracts can be scanned and emailed after signing, or if they can be dropped off. Old Business Map Committee Committee discussed a blowup of the Village of Winneconne on the map. We can mark each of the businesses on the blowup portion or mark all of the business with one number which would allow the road route to be shown better. Eureka would benefit from a map blowup because Eureka is so small on the map. The committee doesn’t anticipate needing a blowup for Omro because there are not as many businesses. The goal is to have a map proof ready for the October meeting and maps ready for the November meeting. Springbrook is getting and add from West Side Tire. New Business Omro Driftbusters have been an active for 50 years. They received a certificate in the mail from the AWSC. Received a check for $161.50 from the Winnebago County Fair for bartending on Thursday Night. Next year we have Friday night so we should be busier. Some people in attendance were not aware of this event. WCSA meeting dates were set. They are: Sept. 24th, Oct 22nd, Nov 26th, Dec 18th(Wed), Jan 28th, Feb 25th, and Mar 2nd. Additional meeting reminders were requested. A week ahead of time and a second one a day or two before would be ideal. A request was made to add the meeting minutes to the website. We could use a volunteer to update the website. This might be a good activity for a younger member of one of our clubs. 09/25/2019 Update: Jason updated the website with all of our scheduled meetings for the 2019/2020 snowmobile season. Minutes have been added through our March 2019 meeting. See the attached link. http://winctysa.org/calendar/minutes/ Jason will be teaching a snowmobile/atv safety class the second week of December. The Drifters will be teaching a class on December 4th and 7th. A request was made for a sno patrol update from the sheriff’s department? Duane Luker will put some numbers together. A question was asked if the bridge in Winneconne could be groomed? It would require a small narrow groomer. Skippy from Springbrook has a small groomer used to groom the Springbrook trail. Jeff Miller will check with Skippy to see if he would be interested. At 8:40 PM, a motion to adjourn was made and approved. Next meeting is October 22nd, 2019. Director’s Report The Spring Convention is at the Radison in Green Bay, which is full, on Mar. 22-24. Early registration ends 3-7. The AWSC and DNR want all trails GPS’ed by April 1st. Keep applying for grants to add routes, trails or improvements. Trail and Grooming Report At this point trails have been open 24 days. At the present, drifts are a problem and watch for downed trees and other debris. Only 2 clubs have their SNARS records up to date. Please submit reports promptly. One club has had a problem with trespassing – riding all the way up the hill to trail. They put up gates and signs. Speaking to the county supervisor solved the issue of the county plow winging out to far. Old BusinessMap Committee – Jason worked with the county and got the trails marked as desired but when zoomed out to the county level a lot of the detail is lost. Jason met someone from Douglas County that who was able to add our GPS tracks added to Polaris Ride Command. Jason is not impressed with current printer. It was suggested to list ads by zone. New Business DNR/County funds don’t cover GPS’ing reimbursement so Jason asked if the Alliance wanted to reimburse members and suggest various ways. A motion was made and seconded to pay $.58/mi for a total of 500 mi max. and it passed. Officer Nominations – open this and next month. Jason nominated Lisa and Mark for their positions and Lisa nominated Jason for president and they accepted. There are 5 map boxes left. Hexco and Team Winnebago have maps. Director’s Report Mark Bombinski attended the AWSC meeting in Mike Giese’s place. The proposed membership dates are July 1st to June 30th. There will be a $2/member dues increase. (Last was $6 to $10 in 2003.) Most clubs said they won’t be increasing club dues. The increase to a $50 trail pass mentioned earlier is not likely. Remember tails are open by Zone so call Mike Giese with updates and he will contact Rob Way and Jason Ollanketo. Old Business Map Committee – All but Marble Park trails GPS’ed. Such trails/spurs are too small for map. They must be longer than 0.2 mi. There are 18 club trails, 8 are main (funded) trails. Trails numbers go left to right, top to bottom. There will be some slight renumbering of trails & intersections. ATV routes will not be added at this time. The committee would like current ads renewed so a total of new ad spaces can be determined. (Pricing $75 single, $150 double or $225 triple. Clubs get $25/ad.) Jason is working with the printer on the format issue and has contacted the county for help. Warriors Ride – Good turnout. Sno-Pioneers got recognition and an award for highest club donation. They rode with Mike G’s rookie group. Toilet seat award to a member in their group. Winnebago County Snowmobile Alliance Meeting Minutes The Nov. 27th, 2018 meeting was called to order by President Jason Ollanketo at 7:35 PM at REV’s Bowl Bar and Grill. The minutes were read by Paul Villwock. Motion to approve the minutes was made and accepted. Treasurer’s Report Please join the alliance to see a copy of the Treasurer’s report. Director’s Report Mike Giese’s dog ate his notes from the AWSC Fall Workshop. (He brought proof.) That was a good thing as the agenda had him limited to 10 minutes. The KOA report response from the snowmobiling community was low and we are the largest group. It was reasoned that was because we are interested in keeping the trails we have rather than getting new trails. Still, in the future we need to be more responsive and voice our opinions. Stephanie Klett debuted some new tourism videos made by brothers from Wisconsin. Blue Mound issue is stalled by law suits. The new Miss Snowflake is a UW-Stevens Point student. The membership date change to the AWSC By-Laws will be voted on in March. Trail and Grooming Report SNARS data is available for all to see without logging in. There are ranking and rating spreadsheets for new trails. There is $500,000 set aside for storm damage. Sno-Pioneers, Wolf Pack and other clubs plan to sign trails on Dec. 1st. The Wolf Pack’s Snowmobile & ATV Safety Class is December 6-9pm on the 4th & 6th and 8am-3pm on the 8that the Boys & Girls Brigade. Drifters Snowmobile Safety Class is Dec. 5th & 8that Headliners. New Business Insurance – Immunity Clause protects landowners if they are not paid (over $2,500). Land owners’ names must be correct if listed. It costs $10 per owner to list to have coverage until clause settles issue. Some clubs list owners while others do not. Verbal agreements between snowmobile clubs and landowners suffice.
