Trail and Grooming Report The DNR wants unfunded trails GPSed by the end of the year. The Sno-Pioneers has a big re-route this year due to new landowner requesting a route change to avoid wooded areas. New route is longer. No other route changes reported. Old BusinessCorrected Fair Bartending total approximately $44. Club dues – membership forms/invoices were handed out last month but there are still a few left to be picked up. Berlin River Riders are interested in a paid membership. Maps – We have 1,500 maps so motion goes into effect. We will redistribute maps as needed. Goal is to GPS and update trails after Nov./Dec. trail signing and have a proof by the March meeting. Ads may shrink back down to original size, clubs will be moved to map side over the lake or somewhere. No map money needed from clubs at this time. New BusinessThe Wolf Pack’s Snowmobile & ATV Safety Class is December 6-9pm on the 4th & 6th and 8am-3pm on the 8th at the Boys & Girls Brigade. Winnebago County Snowmobile Alliance meeting Minutes Sep. 25, 2018 – REVS Bowl Bar and Grill September 2018 Alliance Minutes The Sep. 25th, 2018 meeting was called to order by President Jason Ollanketo at 7:38 PM at REV’s Bowl Bar and Grill. The minutes were read by Paul Villwock. Motion to approve the minutes was made and accepted. Treasurer’s Report Please join the county alliance to see a copy of the Treasurer’s Report. Director’s Report Mike Giese gave an AWSC report. The DNR won’t create a dealer portal. Contract with the AWSC is to get passes out in a timely matter so more to follow. Get your passes early to avoid the rush and get your passes promptly, $290.50 fine for no pass. SNARS update – adding winged units, UTVs for breaking trail at regular machine & operator rates ($7 & $8). The AWSC has been absorbing the credit card fees for trail passes. About 23,680 passes cost them approx. $30,000 so this year they are charging $1.50 per transaction. AWSC membership was down 930. Membership dates will be from June to July if motion passes at annual meeting in March. CAPSTEP and the Blue Mound Issue have depleted the AWSC’s $27,000 legal fund. They are looking for ways to recuperate funds – raising membership dues paid by clubs from $6 to $8 ($8,000), mileage reimbursement from $.56 to $.30 (86,000 mi = $1,700 savings), increase workshop fees, cancel magazine ($17,000), phone and internet changes ($4,000), etc. AWSC Fall Workshop is Oct. 26-28 at the Chula Vista Casino in Wisconsin Dells. Fee is $15 before Oct. 9th, $25 after. Blue Mound State Park Issue reopened this summer. (Bike trails thru “untouched” section.) Watch for emails from Mike. Trail and Grooming Report DNR wants unfunded trails GPSed by the end of the year. Rob Way wants hard copy of grooming contracts in by the end of Oct. Deliver them or bring them to the Oct. 23 meeting. Robs says thanks for working thru first year of SNARs together. Old Business Fair Bartending raised $23 in tips and $18.72 from the Fair profits. CD Term is due in April to be rolled into a 3 yr. CD. New Business Maps Committee Report – Unfunded trails are now “C” (club) trails. Funded GPS trails would be added to map as the trail. Could short on ad space and need room for at least 4 more. In order for all ads and trails to be updated the committee proposed skipping printing maps this year if there enough left over. We estimate 1,000 maps are needed. Both the orange and green maps could be used. Maps ads would be due in Feb. and maps would be printed over summer using GPS tracks for all trails to be ready for Sept. meeting. Map ads should focus on businesses with trail access. It would be first come, first serve as usual so any map ads already sold would be honored. Mike G. would look into increasing map size without increasing cost. Director’s Report Mike Giese gave an AWSC report. As of March the unofficial number of registered sleds was 232,265. They are working with the DNR to get passes out quicker. Also get your passes early to avoid the rush and get your passes promptly. Some clubs do a cash drawing for those who purchase in Oct. as a promotion. There were 14 snowmobile deaths this year, 2/3 had no safety course, BAC levels were high 2.0-2.4. The AWSC has been absorbing the credit card fees for trail passes. Membership dates have traditionally been year to year based on purchased date but they are thinking of switching to yearly by calendar date. CAPSTEP depleted the AWSC’s legal fund. AWSC Fall Workshop is Oct. 26-28 at the Tru La Vista in Wisconsin Dells. They are looking for workshop topic ideas. 50th Aniversary of the AWSC is next year. June 5th is the deadline for Club of the Year. New Location for the Hay Days booth is now up front. Looking for staffing volunteers. Blue Mound State Park Issue is coming up again. Friends Group has support from REI. (Northface is also known to support such groups.) Look for emails from Mike G. Trail and Grooming Report Trails are closed. Trails closed but sled tracks were found on sections of trail. We are 1.3 mi. short of the 132.3 mi. funded total. (Jim K. did a good job by sled odometer.) A section of trail south of Picket was missed and may account for about a mile of the trail. Next year’s goal is to finish GPSing the unfunded sections. Old Business Get your map box and nameplate. Map Ad Zone Rep(s) needed for the southern portion. The Alliance will get the dealership ads. Clubs need to get their local business ads. Still need a Zone 5 rep. Map Signs – use County grant funds to for funded “F” signs and intersection signs. WCSA will spend up to $500 on signs for unfunded “U” trail signs (intersection & Zone as well). Suppliers – Waterstreet, Rent-A-Flash, Scenic Signs, Digital Crayon, Badger. New Business Club Fundraisers: Festival Foods Brat Sale 4-14. Water Volley Ball 1st Sat. is now July 28th. Military Veterans Ride 2019 – Mike Geise motioned to give $250. Motion was seconded and passed. SNARS deadline is April 4th, not June as in the past. No category for track kits for trucks. Proposal is Class 1 for a (1 ton) truck of a 15,0000 GVW. Drags with wings need to be full width currently due to classification for funding. Mike & Jason have all the funded trails set up with Rob Way and have discussed the unfounded trails. GPS total 12.3 mi. – off by 1.3 mi. Holiday Hunts are now decided county by county so watch for the comment period and get involved. All counties will have a meeting pertaining to such at the same time. The meeting is in early April. Comment period the week of 4-12(?) CD Term is due in April. Jason O. motioned to invest $12,000 for a 1,2,3 yr CD. The motion was seconded and passed. Slow down. SNARS – Some clubs still have questions and have not set themselves/their club up in SNARS. If you have questions see Mike G. The AWSC/DNR are now saying they would like all the (funded) trails GPSed. March 15is the deadline for providing GPS information. Trail and Grooming Report Pre-season – Trails are closed. Paul V. was able to GPS the Sno-Pioneers’ trails. The Sno-Cats, Poyganaires, Berlin River Riders and Eureka area trails need GPSing. GPS mapping so far is as follows. Funded trail sections: 14.1, 13.6, 12.6, 12.4, 11.4, 9.5, 9.4 totaling 83.2 mi. Unfunded trail sections total 13.2 mi. Old Business Map boxes are here. Nameplates are here. Plenty of maps left. Mark Bombinski was nominated as County Representative in addition to Mike Thoma. Mark Bombinski will be the new County Representative by unanimous vote. The minutes were read by Paul Villwock. Motion to approve the minutes was made and accepted. Treasurer’s Report Please join the county alliance to see a copy of the Treasurer’s Report. The Treasurer’s report, prepared by former Treasurer Jason Ollanketo, was read by Treasurer Paul Villwock and accepted with the following ending balances. Director’s Report Mike Giese gave an AWSC update. Lori wanted to remind clubs to give their members their AWSC membership number. December is the busiest time of the year with people demanding their AWSC number and trail passes. The AWSC and DNR narrowed their criteria so information provided must be exact. The Family Discount applies to married couples and their children only. SNARS – Doug was able to get a quick reply from Rob. The information needed for the Omro club should be entered soon. There will be only one check which will be given out at the end of year as that is how SNARS is set up. It also reduces county administrative costs. The check should come around April-May. Supplemental checks should come around Nov.-Dec. Trail and Grooming Report Pre-season – Trails are closed. Signing looks good so far in regards to the sections that were GPSed. Some directors in attendance voiced their concerns regarding the T-section towards Winneconne. Let Mike Giese know when to open a section/zone of trail. Doug and his crew were checked three times for trail passes when they were up north riding. Old Business Map boxes are here. Pick yours up. Nameplates are here. The GPS cost came to $317.87 for bag, wall charger, RAM mount & cradle, 32GB micro SD card, screen protector, second battery, carbine clip and the GPSMap 64 Topo (map USA). Jeremy is getting us the map data he has. Sno-Scats & Eureka trails need mapping. Sno-Pioneers trails will be mapped by Paul. We have 133.6 mi of (funded) trails in the county. New Business There will be a map update this fall. We ae looking for a Map Committee consisting of at least one member per zone. Assume the pricing will be the same as last year at $75 (WCSA gets $50). Be sure to get the actual artwork for an ad. We hope to get the GPS tracks as the routes on the map. Mike Giese will again run as the AWSC director. Mike Thoma will run again as the County Representative after being nominated by Jason O. Nominees are welcome. Elections are next month. The minutes were read by Paul Villwock. Motion to approve the minutes was made and accepted. Treasurer’s Report Please join the county alliance to see a copy of the Treasurer’s Report. The Treasurer commented that 8 of the 12 clubs have paid their dues. The web site hosting fee was paid (Half by the Wolff’s Pack Snowmobile Club and ½ was paid by the WCSA. Correction: The P.O. fee is a bi-annual. The Treasurer’s report was read and accepted with the following ending balances. Director’s Report Mike Giese gave an AWSC update. There are 22 clubs in “snow mobile club jail”, two of which are in the WCSA, for not having an official club of 10 or more members. The annual VIP Ride in Eagle River will be February 18-19th. AWSC – Coordinator position open, VIP Ride, Looking for workshop ideas, Blue Mounds Trail issue back on the table after judge’s ruling, New “Club of the Year Award” for next year, bridge spec., Be sure groomers have reflective tape in case strobe dies, Should there be just 1 annual meeting instead of 2 (save $600K) and if so when? DNR Trail Fund Allocation – (approx. totals) 5.6M: $200/mi, 100K for storm damage, 900K in bridge rehab (taking priority until bridges are up to par – 12’ wide, 25,0000 lb rating), 16K in rehab, no new trail funding until maintenance is caught up. SNARS – Finally got word that Rob is working on entering the groomer info. Mike emailed the regional rep. Faith Murray about contacting him. He has contacted her back about issues he is having with some of the grooming equipment. Clubs can still GPS trails if they are able to. Dan Meyer has been named the new DNR Secretary. Winneconne bridge – promised to have a route during construction, maybe 2nd St. Trail and Grooming Report Pre-season – Trails are closed. Old Business Map boxes are here. Pick yours up. New Business Alliance GPS – a motion was made to purchase a GPS for Alliance use. After some discussion the motion was revised with a cap of $400. The motion was seconded and passed. (Scheels had a Garmin 64 on sale for $220.) Special Officer Election – Dwight Mason spoke and offered to finish out the year as president. Mark Koplin was asked if he was willing to be president. His work schedule was a concern. There were no nominations from the directors in attendance. One proposal from Paul Villwock was for him to be President and Secretary. Another was for Paul to be the Treasurer & Secretary so Jason Ollanketo could be president as the same person cannot be both the president and treasurer per state and federal organization statue. After some discussion a motion was made, seconded and passed for Jason as President and Paul as Secretary/Treasurer. Mike Giese will again run as the AWSC director. He would ask Mike Thoma if he run again as the County Representative. At 9:05 PM, the motion was made and approved. Next meeting is December 26th, 2017. The meeting was conducted by Mike Giese after President Dwight Mason’s resignation speech. The minutes were read by Mike Giese. Motion to approve the minutes as corrected was made and accepted. Treasurer’s Report Please join the county Alliance to see a copy of the Treasurer’s Report. Director’s Report Mike Giese gave an AWSC Fall Workshop update – the guest speaker will be Levi Lavalle. As mentioned before the three workshops; SNARS, State Rec Council Members and Club-To-Club Idea exchange, repeat 1 pm and 2:30 pm. There is also a DNR Safety Recertification Class. The AWSC Fall Workshop is Oct. 27th & 28th in Appleton. Registration is $25. (See the schedule in the AWSC magazine.) SNARS – The County has not done much yet in regard to implementing SNARS. The marked up map from March so please mark your clubs trail grooming boundaries on the map. Trail numbering will use U for unfunded trails and F for funded trails. Club members and managers will need a valid email address for entry into SNARS. (Club workers do not.) The county needs to set up the trails on their end first before the clubs can enter any grooming. Note there new groomer power unit levels with rate increases for some levels as well as a worker rate increase. Trail and Grooming Report Pre-season – Trails are closed. Old Business Map boxes could be at the next meeting. New Business Jason presented reasons for the Alliance having its own address for example a P.O. Box. A 6×4 is $40, 6×6 is $66 and 6×12 is $128 for a six month term. A motion was made, seconded and passed to have a 6×6 P.O. Box at the 20th Street Oshkosh Post Office. The Alliance By-laws will be reviewed in regards to resignations and an election of at least a new president may be held. At 8:20 PM, the motion was made and approved. Director’s Report Mike Giese gave an AWSC update recapping the email from the AWSC Legislation Committee. With the passing of the Budget Bill trail maintenance goes from $250 to $300 per mile, supplemental maintenance cap goes from $700 to $900 per mile, the qualifying minimum grooming for supplement payments went from $150 to $200. The sunset clause has been removed making the trail pass permanent. These rates are in place for one year as the Snowmobile Recreation Council has to review the rate to ensure adequate funding for development and maintenance. The AWSC Fall is Oct. 27th & 28th in Appleton. See the schedule in the AWSC magazine. SNARS – The County has not done much yet in regard to implementing SNARS but promises to by the next meeting. The minutes were read by the secretary. Motion to approve the minutes was made and accepted. Treasurer’s Report Please join the county alliance to see a copy of our Treasurer’s Report. Director’s Report Mike Thoma gave an AWSC update. The Wisconsin Congressional Report is scheduled for April 10th. The AWSC voiced their concerns against extending the Holiday Hunt. The AWSC is increasing the fee for roster updates to $1.50. There were multiple updates from clubs a day last year which were costly. Trail and Grooming Report Trails are closed for the season. Old Business Jason Ollanketo was nominated for Treasurer and accepted the nomination. With all positions having a single nominee Jim Kumbier motioned for a unanimous vote of the officers. The motioned passed. The new officers are Dwight as the president, Mark Kopplin as vice-president, Jason Ollanketo as treasurer, Paul Villwock as secretary, Mike Giese as AWSC director and Mike Thoma as AWSC representative. Map books are being made. Jim Kumbier is checking into getting 12 nameplate placards for the boxes. New Business Jeremy from the Neenah Drifters commented VVMapping and the GPS mapping program they have. They have a good representation of our county trails that could be used next year until our clubs can get their own tracks of their trails. Jeremy also brought up that sections trails providing access to sponsors will not be funded under the new program and that some clubs charge business to groom these “spurs”. There was some discussion on what is allowed for signs regarding sponsors. Mike Giese will work with Rob and the county parks department regarding the SNARS program. Our CD renews in April. There was some discussion about the goal of the CD. It was motioned and approved to renew it again for another 6 months. In Winnebago County, there are approximately 186 miles of snowmobile trails and over 6,600 registered snowmobiles. The Winnebago County Snowmobile Alliance (WCSA) represents the 12 snowmobile clubs throughout the county that maintain those trails.
