March 2014 Alliance Minutes The Mar 25, 2014 meeting was called to order by President Jim Kumbier at 7:34 PM at Oshkosh Lanes. The February minutes were read and accepted. Treasurer’s Report The Treasurer’s report was read and accepted with the following balances. Checking $ 4,156.90 Savings Account $ 7,338.63 Certificate CD $ 10,736.73 Passbook Savings $ 25.15 Total $ 22,257.41 Directors Report The Cap/Step initiative passed the Senate and on March 19th was signed into law by Governor Walker. It is now known as 2013 Wisconsin Act 142. The new legislation will go into effect on July 1, 2015. There is a 4 year sunset clause on the bill that will allow for updates or changes deemed necessary in the future. 2 tier pass system: $30 non AWSC members, $10 for AWSC members 3 year $30 registration required for everyone. Free trail passes will be provided for registered sleds older than 30 years. Non resident passes will be $50/yr. Mike also reported that the AWSC is working on updating their website to allow for faster membership processing. Trail and Grooming Report Clubs are reminded that all bills for the season are required to be turned in by April 25th to the County. Also, all checks that are received need to be cashed in order for our county to be eligible for supplemental funding. The trails were open for a few days around Christmas time and were then open all but one day from January 15th – March 9th. Old Business Mike Giese and Jason Ollanketo will be attending the AWSC convention in Green Bay the weekend of March 29th. Clubs were reminded to please collect all map ad money and map boxes from their trail stops. Map Committee Clubs are reminded to work with Mike Thoma and the map committee to collect map ads for the upcoming season. The maps will most likely be going to print in October. New Business Jim reminded the clubs that he wants all the sign orders for next year turned in by August 31st. After a brief discussion it was recommended that the Alliance should order “Zone” signs for all the clubs for next season. It was also agreed that the Alliance should order some “55 MPH at night” signs to place throughout the county. The Drifters have examples of these signs for reference. Mark Bombinski from the Drifters mentioned that they found a really good deal on aluminum Stop Signs from Renta-flash and he highly recommends them as the future sign vendor for Winnebago County. They also sell a high quality snow fence material for a price of $72 for 750 ft of fence. There was a brief discussion regarding putting an ad in the Northwestern to thank our local landowners for allowing us to have trails across their property. A 5” x 10” Ad (1/4 page) would cost $633. A ½ page AD would cost $1266. In either case this was the nonprofit price and would be printed twice. It was decided not to do an AD based on this pricing. The Alliance agreed that we should continue to do Bartending at the Winnebago County Fair. This year’s event for our group will be on the final Sunday of the fair. The topic of capping clubs at $220 per mile for grooming was briefly discussed. This topic will be on the table at the first Alliance meeting this fall. The proposal is to only pay clubs up to their limit of $250/mile, ($30/mile for marking, $220/mile for disking and grooming) during the grooming season. Once a club would hit their cap during the season, their remaining bills would not be paid until all bills from the County are received and processed. In the event that additional funds were available in April, the remaining money would be split evenly amongst the clubs. Election of Officers All existing officers agreed to re-run for office for next year. Debbie Beyer made a motion to cast a unanimous ballot for all officers to stay in their current positions. February 2014 Alliance Minutes The Feb 25, 2014 meeting was called to order by President Jim Kumbier at 7:33 PM at Oshkosh Lanes. The January minutes were read and accepted with the addition of listing the nomination and elections of the AWSC Director and representative for the county. Treasurer’s Report The Treasurer’s report was read and accepted with the following balances. Checking $ 4,123.92 Savings Account $ 7,338.63 Certificate CD $ 10,736.73 Passbook Savings $ 25.15 Total $ 22,224.41 Directors Report Cap/Step passed the Joint Finance committee with a vote of 14 to 1. It also passed the floor vote in the state assembly with a vote of 89 to 6. It will move to the Senate next. Please watch for more info as it progresses. The bill was modified slightly by the joint finance committee. Mike Giese noted that Senator Mike Ellis is currently not on board with the current version of the bill. If Mike Ellis is your representative please let him know that you would like him to support this bill for the sustaining health of the snowmobile and tourism in the state of Wisconsin. Mike recently attended the AWSC’s “Celebrate Snowmobiling in Wisconsin”. The event was held in Trego,WI and was geared to educate Wisconsin legislators on the efforts and challenges facing Wisconsins snowmobile clubs. The area got hit with a one to two foot snowstorm during the event which hurt overall attendance. Trail and Grooming Report There was recently some confusion in the county with the closing of the trails on February 20th. The WCSA debated this topic and decided that anyone who wants a trail status change needs to contact Jim Kumbier by 4:00 on the day they want the County phone number and website updated. In addition to that, club trail bosses are required to call Jim Kumbier and/or Mike Giese directly to update trail status. The parks department should not be called by anyone other than Jim or Mike. Old Business Website – Our website provider recently made a change to the WCSA website that should improve access complaints. Please let Jason Ollanketo know if you are still experiencing issues. Mike Thoma discussed the new map ad pricing for the 2014-2016 trail maps. $75-Single ad $125-Double ad $60-Single renewal $100-Double renewal $25 to add color to your ad. New Business The Drifters reported that there was an accident on the Friendship trail that claimed the life of a individual when their snowmobile collided with a vehicle at a road crossing. An investigation by the police dept indicated that all the proper signs were in place on the trail. The Drifters have printed signs that indicate they are in ZONE 2 on the Winnebago trail map. Other clubs should consider this type of sign throughout the county. The Drifters also made some 55 mph speed limit at night signs for the Wiouwash trail. The bridge crossing over hwy 41 on County GG will be closed as of March 3, 2014 for replacement. The good news is that there will be a dedicated groomed snowmobile lane across the bridge for next season. There will be voting for WCSA officers at next months meeting. Please attend if you are interested in running for any open position. Hwy Dept. asked how they were doing as they have new Grader Ops and Bill wanted to know if they are lifting the wing at trail crossings as he instructs them too. Mike then gave out Bill Demlier’s ph. # for clubs to call if they are having trouble. Trail and Grooming Report All Clubs need to get their bills in on a timely basis. Some clubs still have not even turned in their bills for Marking and or Discing. Fat Tire Bicycles only allowed on Wiouwash/Friendship Old Business Website – People are still having issues at times with being able to get on the website. New Business Sheriffs Officer Jason Ripple here and spoke about the Co.’s revived “Snow Patrol “ program. One issue that was brought up was that the Patrol is not been seen anywhere else than the Wiouwash/Friendship trail areas. And that this is a Big County and they need to Patroling elsewhere than the same trails over and over. Other Clubs gave info on areas that they would like to see the Patrols presence. After nominations were open and closed, the WCSA agreed unanimously to elect Mike Giese for the Winnebago County AWSC Director and Mike Thoma for the Winnebago representative. December 2013 Alliance Minutes The Dec 17, 2013 meeting was called to order by President Jim Kumbier at 7:34 PM at Oshkosh Lanes. The November minutes were read and accepted. Treasurer’s Report The Treasurer’s report was read and accepted with the following balances. The WCSA received a bill for $150 from Nightlight Consulting for the annual website hosting and name fees. Checking $ 3,880.92 Savings Account $ 7,336.79 Certificate CD $ 10,736.73 Passbook Savings $ 25.15 Total $ 21,979.57 Directors Report Mike Giese reported on the status of the Cap/Step bill in Madison. To date, Mike has traveled down to testify on two separate occasions. His first visit was to meet with the Tourism committee and his second visit was to testify in front of the Senate. Mike has also met with state representative, Dean Kaufert, to discuss the merits of the bill in person to try to solicit his support. Mike also reported that the AWSC’s annual expenses equal around $16.40 per member. The AWSC collects $10 from each of these members on an annual basis and supplements their expenses through fundraising activities. Trail and Grooming Report Late tillage and early frost could cause some rough trails for groomers. At this point clubs should have the bulk of their trail prepped and marked for the snow season. Old Business The Poyganaires will be grooming sections of the Winneconne Wolfrunners and the Omro Drift busters trail this season. Web Site: There are currently 21 people signed up on the website to receive updates on trail conditions and meeting invitations. Clubs are reminded to turn in their disking bills on non-grooming forms. Clubs are also reminded to turn in all marking bills as Kim at the Parks Department has been authorized to pay up to $30 per mile for this billing. This would be payable immediately pending receipt by the Parks Dept. If there is still money left over, after the winter, clubs could still be reimbursed beyond the $30/mile limit. All clubs should be including the Winnebago Parks Department as one of their covered insurers. The Parks department also needs to receive a copy of each club’s insurance certificate. New Business Debbie Beyer from the Poyganaires asked for a copy of each club’s mileage for reimbursement. Here is the mileage per Jim’s last report. The map committee was also asked to verify the actual cost of printing a colored ad instead of a black and white ad before settling on the $35 adder for a color advertisement. After some discussion regarding Mike Thoma’s proposed map ad pricing, Eric Kolb made a motion to authorize the map ad committee to make the final pricing decisions with a special note that the Alliance recommended a simple pricing scheme of $75 for a single ad and $125 for a double ad. Motion was seconded and approved. Election of AWSC Director and Representative Both Mike Giese and Mike Thoma are willing to run for re-election for these positions. Jason Ollanketo nominated them for re-election. Nominations will remain open until next month’s meeting when the election will be held. Winnebago County Snowmobile Alliance Meeting Minutes November 2013 Alliance Minutes The Nov 26, 2013 meeting was called to order by President Jim Kumbier at 7:43 PM at Oshkosh Lanes. The October minutes were read and accepted. Treasurer’s Report The Treasurer’s report was read and accepted with the following balances. The WCSA received a check for $732.50 from the County Fair bartending. A special thanks goes out to everyone who helped with this annual fundraiser. Checking $ 4,423.32 Savings Account $ 7,336.79 Certificate CD $ 10,736.73 Passbook Savings $ 25.15 Total $ 22,521.99 Directors Report Mike Giese reported that the new head of the DNR spoke at the director’s meeting. She is trying to change the face of the DNR as a more cooperative group and took a lot of heat regarding the DNR’s ideas for a Holiday deer hunt. The DNR also found an additional 26% of available funds for supplemental billing. This money will be paid out to clubs in December. The CAP/Step bill proposal was unanimously approved by the AWSC directors. Mike Giese was also asked to testify to the Tourism council in support of the new legislation. Mike also reported that Scenic Signs in Wausau is currently going though bankruptcy reorganization and hopes to back in operation just after Christmas. Waterstreet publishing, Renta-flash and Fast Signs are other sign manufacturers throughout the country that can be used to purchase signs. Trail and Grooming Report The late spring has resulted in a lot of crops still sitting in fields for harvesting. There may be some difficult areas to groom in the event that disking could not be performed before everything froze up. Old Business Web Site: Jason needs to get the upcoming snowmobile classes listed on the website. As of this writing that work has been completed. Jim Kumbier attended two workshops at the annual meeting in Stevens Point: CAP/STEP and Insurance. Jim reported that it is up to clubs if they decide to list each individual landowner for a $10 charge per landowner. Each club in Winnebago county is required to list the Parks and Recs Dept as an additional insured entity. The parks department also requires that insurance certificates be provided in order to have any billing paid to them. Jim met with Kim from the Parks Dept and provided a list of funded trail miles for every club. Clubs in the county are encouraged to submit their marking and brushing bills. Kim will pay out, up to the $30 per mile limit, to every club who submits their bills. Please submit your actual billing amounts. In the event it is a low snow year, you may be reimbursed fully at the end of the season if additional funds remain. New Business The Poyganaires have concerns about grooming the Winneconne and the Omro trail system. There was a detailed discussion on this topic and these trails will need to be groomed by someone or the county will not receive their funding. The Sno-Pioneers and the Wolff’s Pack both said they would work together to make sure that these trails do get groomed this winter. Jim Kumbier still plans to have additional discussions with the Poyganaires to better understand their concerns. Jim reported on how funding for the county works and how bills are processed by the Parks Department. Kim from the Parks Dept receives a bill and reviews it for accuracy, she then sends it to County Finance who submits the check within a couple of weeks. There is a new snowmobile club in Borth that did a great job grooming their non funded trail in Waushara county last season. We received a thank you letter from the Lake States Alliance for joining their organization. Map Committee We are already starting to prepare for the 2014-2015 new trail map that we plan to produce for Winnebago County. The map committee chair: Mike Thoma made a proposal to adjust the ad pricing for next season. Please see the adjustments that Mike would like to consider. Winnebago County Snowmobile Alliance Meeting Minutes Oct 22, 2013 – Oshkosh Lanes October 2013 Alliance Minutes The Oct 22, 2013 meeting was called to order by President Jim Kumbier at 7:36PM at Oshkosh Lanes. The September minutes were read and accepted. Treasurer’s Report The Treasurer’s report was read and accepted with the following balances. Checking $ 3,300.82 Savings Account $ 7,334.95 Certificate CD $ 10,712.78 Passbook Savings $ 25.15 Total $ 21,373.70 Directors Report Mike Giese reported on the progress of the CAP/STEP bill and the different modifications to the bill. The AWSC legislative committee is currently working with the governor’s council and several modifications have been proposed to the bill. The important thing is that these changes have the support of the Governor’s council, which will be critical to getting the bill moved to a vote at the Capital. Key elements of the current legislation are as follows. 1) Keep the two year registration in place at $30. 2) Add the requirements for a yearly trail pass to be purchased by all riders. $15 for AWSC snowmobile club members $35 for non snowmobile club members $5 late fee if purchased after Dec 1st. 3) Charge $50 for an out of state trail sticker. 4) Exempt Vintage sleds (30 years or older) from yearly trail pass. Jim Kumbier made a motion for our Winnebago County Director (Mike Giese) to vote in favor of the AWSC legislative committee’s proposal at the next Directors meeting. Mike Thoma 2nd, all approved. Trail and Grooming Report Clubs should have received reimbursement checks from the County. Clubs should be out getting permission from landowners for this year’s trail and beginning the disking and marking for the upcoming season. Schwartz and Shea sent out insurance questionnaires to all the clubs. These were due to be returned by the end of October. Please respond to Schwartz and Shea as soon as possible if you have not done so already as they need your information to set up coverage with NSI, a division of West Bend Mutual. Old Business Web Site: The Winneconne Wolfrunners sent out a new list of officers for update on the website. The Poygannaires reported they have a new meeting place and need to update their membership application and Teri sent out billing for the website ads. AWSC Fall Workshop: The fall workshop will be held Nov 1-3, 2013 at the Holiday Inn in Steven’s Point. Registrations for the workshop are due by Oct 21st. Jim, Mike Giese and Mike Thoma all plan to attend. Bartending fundraiser at the fair: No check yet from the fair board. Grant Money distribution discussion: The Alliance spent a great deal of time discussing ideas to change the current county payouts throughout the winter. While most people did agree with the idea of setting a cap for payment with the remainder to be paid at the end of the season, there were no good solutions in regards to capping the funds required for disking. In the end it was decided to table the discussion until after the winter season. It was noted that Jim was going to work with the County Parks department to enforce the $30/mile brushing and marking allotment for all the clubs. Map boxes and trail maps: Mike Giese brought trail maps and Jim Kumbier brought trail map boxes for distribution to the meeting. If anyone still needs maps or map boxes please let Mike or Jim know. Mike Giese said that he would research alternative sign manufacturers at the next Director’s meeting. September 2013 Alliance Minutes The Sept 24, 2013 meeting was called to order by President Jim Kumbier at 7:33PM at Oshkosh Lanes. Treasurer’s Report The Treasurer’s report was read and accepted with the following balances. There has been a lot of negotiation regarding the wording of the bill and the process is moving forward in a positive direction. Mike also noted that Schwartz and Shea will still be working with snowmobile clubs for club insurance. General Casualty will no longer be underwriting policies, but a division of West Bend Insurance will be writing policies moving forward. Trail and Grooming Report Mike and Jim reported that the county did go about $20,240 into supplemental for this past season’s grooming bills. The state is reporting that supplemental billing will be paid at a rate of 50%. Old Business Web Site: Jason reported that the website calendar has been updated with club meetings for the 2013-2014 winter season. Jason asked for clubs to share information for anything they would like posted to the County Website. Jason reported that club trail open status updates will be sent out to anyone who signs up for the newsletter on the website. AWSC Fall Workshop: The fall workshop will be held Nov 1-3, 2013 at the Holiday Inn in Steven’s Point. Registrations for the workshop are due by Oct 21st. Jim, Mike Giese and Mike Thoma all plan to attend. Vice President vacancy: Dwight Mason from the Omro Driftbusters volunteered to run for the Vice President position. A motion was made to nominate Dwight and was accepted and approved. Sign Orders: No sign orders were turned in this year to Jim. Bartending fundraiser at the fair: The club made $273 in tips operating the concession stand at the Winnebago County Fair. The Alliance has not yet received a check for its share of the beverage profits. ISC: Jason Ollanketo gave a report on the International Snowmobile Congress. He attended a drag seminar, a groomer maintenance seminar, a presentation from the Clean Snowmobile Challenge as well as a portion of the Midwest Chapter Snowmobile club meeting. New Business Grooming Funding Discussion: There was a very in depth discussion regarding the nature of grooming fund distribution throughout the county. Discussions centered around setting aside the $30 per mile for marking and finding alternative ways to make the payout of grooming more equal throughout the county. A major discussion focused around setting a $200/mile cap on all grooming clubs until the end of the season when t he remainder of billing would be paid out or submitted to supplemental. 1) Clubs would be required to send in bills on a monthly basis. 2) Once a club reached the cap limit their payments would be frozen until sometime in April. 3) At that time every club’s bills would be reviewed. 4) Each club would then receive checks up to the $250/mile limit. 5) If additional funds still remained they would be split evenly amongst the rest of the billing in the county with the remainder of bills to get turned in for supplemental funding. 6) The actual dollar amount to set as a cap was debated and was not determined. This topic was tabled and will be voted upon at the next Alliance meeting in October. Please make sure to attend and offer your suggestions to this discussion. Trail Fund Break Down: Jim submitted some spreadsheets outlining the billing received from each club for discing, grooming and club trail maintenance. Club Packets and Contracts from the Parks Dept: Club contracts and packets were distributed to all clubs in attendance. Please note that in light of next months vote on updating the grooming contracts, no signed contracts can be accepted until after this vote. Ryan Miller will be grooming a portion of the Pickett Trail this year with his tractor. Jim Kumbier will be bringing Map boxes to the next club meeting and Mike Giese will be bringing some maps for distribution. Mike Thoma made a motion to join the Lake States Alliance. Directors Report: Mike reported that Schwartz and Shea will not be handling the Club Insurance anymore. West Bend Mutual will now be handling it. They will be sending out a packet to each club and will also be at the fall workshop to answer any questions. Similar rates should apply. New Sign Handbooks should be available. There was some confusion on the placement of the yellow corner arrows, so every club should take a look at the handbooks, there will also be a workshop this fall on this. It was voted to change the Registration Fee to $15.00 and the Late Fee to $25.00. Trail & Grooming: Jim reported that so far to date bills turned in for Grooming/Grading is at $31,657.29, the allotted amount is $33,400.00, so we be looking at going into Supplemental. Rob cannot submit this until August. Old Business: Trail Map Boxes – please go pick up all the boxes, maps and money. You can send the money into Diane along with where and how much was collected at each location. Web Site – Jason reported that 17 people are now signed up to receive the news letters. There is now a link for Trail Conditions and the Berlin River Riders now have a page. Also if anyone has pictures that they want posted on the website, just email them into Jason. New Business: DNR reported 19 deaths reported this season. Sign Orders –Please get any sign orders turned into Jim Kumbier by April 30, 2013, so as your club is picking up signs, look them over and decide what is needed for next season. Bartending at the Fair – we should have Saturday night this year which would be August 17, 2013, Jim will send out an email to confirm as it gets closer. AWSC Fall Workshop will be held in Stevens Point, WI on November 1-3, 2013. A motion was made and accepted for the Alliance to pay the registration fee up to $250.00 for Jason to attend the International Convention in Green Bay, WI. There are some concerns by some clubs that their trails are not being groomed often enough. In the contracts it states that trails should be groomed once a week. It was asked if the Clubs could have some input in with Rob Way on who grooms their trails, which then brought up some discussion and the Alliance asked that we as clubs work together on solving the issue and that the clubs with groomers need to get more people trained on running the groomers which would help solve the problems. Election of Officers: President – Jim Kumbier will remain as the President by unanimous vote, but stated that this would be his last year. Vice President – This position was left unfilled as of tonight. If anyone is interested, please let Jim know. Treasurer – Diane has stepped down and by unanimous vote Teri Johnson will now take over. Secretary – Connie has stepped down and by unanimous vote Jason Ollanketo will now take over. A Big Thank You to Jason and Teri for doing this….. Our Next Meeting will be held on September 24, 2013. February 2013 Alliance Minutes The February 26, 2013 meeting was called to order by President Jim Kumbier at 7:30 pm at the Oshkosh Lanes. The Secretary’s report was read and accepted. The Treasurer’s report was read and accepted with the following balances: WCSA Checking Acct. $3633.45, Grooming Fund Savings $626.58, WCSA Savings Acct. $6704.75, Certificate $10,648.94, Passbook Savings $25.15. Directors Report: Mike said he emailed every club out the voting delegate form, so if your club doesn’t have anyone going to the convention, you can email him your vote. Each club does get 2 votes. Trail & Grooming: Zone 1 was open for 25 days, Zone 2 for 30 days, Zone 3 for 24 days and Zone 4 and 5 for 33 days. Trail Map Boxes: Matt brought in 12 new map boxes tonight, the cost of each was $12.00. Connie will have the signs made up and bring to the March meeting. Old Business: Reminders to get all bills mailed into the parks dept., also make sure you are using the correct rates. Club Insurance forms – please get a copy mailed into the parks dept. AWSC Convention will be in La Crosse on March 22-24, 2013. Opening and Closing of Trails – reminder to let Jim or Mike know when you want your trails opened or closed, do not contact the parks dept. Web Site: Jason reported that both Jim and Mike are able to open and close the trails on the website. Reminder that any clubs that have any upcoming events, just let him know and he will get it posted on the website. Jason also reminded us that there is a sign up at the bottom of any of the pages that will allow you to receive news letterers automatically. New Business: Election of County AWSC Director and Rep. were held tonight and by unanimous vote, Mike Geise will remain as the director and Mike Thoma will remain as the rep. The election of officers will be held at our March meeting if anyone is interested in running. Both the Secretary and Treasurer are willing to give up their positions…….. DNR has reported 16 deaths so far this season. A motion was made and accepted to take the money out of the Grooming Fund Savings Acct. and put it in the General Fund to consolidate some of the accounts. January Alliance Minutes The January 22, 2013 meeting was called to order by President Jim Kumbier at 7:30 pm at the Oshkosh Lanes. The Secretary’s report was read and accepted. Directors Report: Winter Directors meeting was held in Wisconsin Rapids several weeks ago. The CAP/STEP Program is once again moving forward. One of the items that will be voted on at the March Convention is if they should raise the workshop registration fee from $10.00 to $15.00, clubs should let Mike know how you want him to vote. Trail & Grooming: Zones 4 and 5 were open for 17 days, Zone 2 was open 14 days and Zones 1 and 3 were open 9 days. Several clubs reported having some sign vandalism. There are still some bags that need to be put out. Old Business: Trail Map Boxes – it was asked to have the new boxes made taller. There was over $300.00 collected so far from the maps, as you collect the money, please get it turned into Diane and keep track from which location it comes from. Jim had questioned what we should be doing with this money, and was decided to keep it for printing more maps. There are maps here tonight if anyone needs more. Web Site: Jason reported that the website is up and working. Anyone can get signed up on the website to receive updates. Every club can have a page on the website and if you get club info to Jason he will get it put on the page. There is also a calendar on the website where monthly meetings can be posted along with any club functions. The total bill turned in so far was $1050.00 (900.00 for original bid, 120.00 for hosting plan and 30.00 to transfer the domain name). Reminders: Get all trail disking / leveling bills turned in along with any grooming bills, all bills need to be mailed or faxed into the parks dept. Also club insurance certificates need to be mailed into the parks dept., if you need a copy contact Schwartz & Shea. Opening and Closing of Trails: Jim will not be opening any trails UNTIL he his contacted by the Trail Boss to tell him to open them. All clubs should be communicating with other club members on the trails and then having the trail boss contact Jim or Mike. The Parks Dept. will only take the open/close requests from Jim or Mike. New Business: AWSC Convention will in held in La Crosse on March 22-24, 2013. Election of County AWSC Director & Rep. will be held at the Feb. meeting. Jim opened up nominations and a nomination was made for Mike to remain as the director.
