The January 26th, 2021 meeting was called to order by President Jason Ollanketo at 7:34 PM at Tanner’s Bar and Grill.  The December minutes were read by Paul Villwock.  A motion was made to accept the meeting minutes as corrected by Jim Kumbier and seconded by Debbie Beyer.  Minutes were accepted.

Treasurer’s Report  

The Treasurer’s report was read by Treasurer Lisa Breu and accepted with a motion by Marcie Conklin and seconded by Debbie Beyer with the following ending balances.

• These are clubs with outstanding dues: Knightriders, Neenah Drifters, Omro Driftbusters, Winneconne Wolfrunners.  Please remind you club to pay their dues.

Director’s Report 

• Military Ride was canceled at the last minute due to lack of snow since storm skipped the area.  For the approx. 30 in attendance of the 68 registered there was a bus tour to the museum with a free pass, to local groomer barns and free lunch.
• No response back yet on the Blue Mound issue.
• GPS unit – There is a 6 hr delay before track is uploaded.  There is a 10 min. warm-up leg allowed.  There also 35ft buffer for track variance (to get paid) which is helpful on sharp corners or when trying to bring snow in from the edges.

Trail and Grooming Report 

• Waiting for snow.  Some areas don’t have enough cover yet over the winter wheat and other areas.

Old business

• Sno-Scats will take the last “You Are Here Map” map sign.
• WebEx account renewed for 4 months.
• Paul K. has raffle tickets – $10.00.  Can win multiple times on each ticket.  Drawings for 28 days.
• Springbrook poker run.  30 stops in the book.  Books are $10.00 each.
• Sno-Scats gun raffle.  500 tickets, $10.00 each, 5 guns, tickets go back in.  March 16^th is the drawing.
• Poyganaires doing a penny raffle for an ice auger.  Ends when the tickets are gone.

New business

• Rob Way retired earlier this year.  Vicki Redlin (ph. 232-1960) is taking over his duties in the interim.  Good repute with Justin so far.  Phone system is down – the county got a new system and they are working through some bugs.  She is leaving things as they are for this season – too late to make groomer contract changes or to make Zone changes or how they (and trails) are opened.
• AWSC Officer Elections – Nominee speeches caused the meeting to go on a near hour long tangent about officer duties, By-Laws (officers & duties), zones (history & rules), county coordinator resulting in multiple committees, and elections getting postponed.
  • Mike Giese – AWSC Director.  Director duties – Be the conduit between the AWSC and clubs by going to Director Workshops and other AWSC meetings and making sure grant money is spent correctly.
  • Mike Thoma – AWSC Representative.  Representative duties – fill in for Director.
  • Duane Luecker nominated himself for Director and was seconded by Debbie Beyer.
  • AWSC Director duties do not include deciding what and when to open county trails.  These “Trail Coordinator” duties were once the responsibility of the president.  Mike volunteer when the new president said he wasn’t comfortable doing so.  When the club president changed again Mike agreed to continue in the role.  This role and duties are not outlined in the WCSA By-Laws.
  • Zones – basically created to simplify opening/closing of trails.  Hotline could list Zones instead of a detailed list of road names creating a boundary of what was open/closed.  The “Trail Coordinator” was to be the point of contact for the club trail bosses who then reported consensus to the Parks Director Rob Way.  For a Zone to open all club Trail Bosses in that particular Zone had to agree to open their club trails in that Zone.  Once the “Trail Coordinator was informed of the decision they would report to the Rob Way who would then update the Trail Hotline message.
  • Trail Opening/Closing/Zone Committee – Motion to create by Paul K and seconded by Paul V/Debbie B.  Members are Duane, Mike G, Debbie B and others consisting of 2 members from each club with trails.  Committee is to review Zones concept, Zone boundaries and Opening/Closing procedure (whole, partial).
  • Executive Board to review By-Laws – Goal is to have markups by February for review and April approval.
  • WCSA Website – Jason is having trouble uploading updates and has a meeting with the host in regards to the issue.

• A motion to adjourn was made by Paul Villwock and seconded by Debbie Beyer.  Motion passed.  Meeting adjourned at 9:16 pm.
