September 2018 Alliance Minutes
The Sep. 25th, 2018 meeting was called to order by President Jason Ollanketo at 7:38 PM at REV’s Bowl Bar and Grill.
The minutes were read by Paul Villwock. Motion to approve the minutes was made and accepted.
Treasurer’s Report

Director’s Report
Mike Giese gave an AWSC report. The DNR won’t create a dealer portal. Contract with the AWSC is to get passes out in a timely matter so more to follow. Get your passes early to avoid the rush and get your passes promptly, $290.50 fine for no pass.
SNARS update – adding winged units, UTVs for breaking trail at regular machine & operator rates ($7 & $8).
The AWSC has been absorbing the credit card fees for trail passes. About 23,680 passes cost them approx. $30,000 so this year they are charging $1.50 per transaction. AWSC membership was down 930. Membership dates will be from June to July if motion passes at annual meeting in March.
CAPSTEP and the Blue Mound Issue have depleted the AWSC’s $27,000 legal fund. They are looking for ways to recuperate funds – raising membership dues paid by clubs from $6 to $8 ($8,000), mileage reimbursement from $.56 to $.30 (86,000 mi = $1,700 savings), increase workshop fees, cancel magazine ($17,000), phone and internet changes ($4,000), etc.
AWSC Fall Workshop is Oct. 26-28 at the Chula Vista Casino in Wisconsin Dells. Fee is $15 before Oct. 9th, $25 after.
Blue Mound State Park Issue reopened this summer. (Bike trails thru “untouched” section.) Watch for emails from Mike.
Trail and Grooming Report
DNR wants unfunded trails GPSed by the end of the year. Rob Way wants hard copy of grooming contracts in by the end of Oct. Deliver them or bring them to the Oct. 23 meeting. Robs says thanks for working thru first year of SNARs together.
Old Business
Fair Bartending raised $23 in tips and $18.72 from the Fair profits.
CD Term is due in April to be rolled into a 3 yr. CD.
New Business
Maps Committee Report – Unfunded trails are now “C” (club) trails. Funded GPS trails would be added to map as the trail. Could short on ad space and need room for at least 4 more. In order for all ads and trails to be updated the committee proposed skipping printing maps this year if there enough left over. We estimate 1,000 maps are needed. Both the orange and green maps could be used. Maps ads would be due in Feb. and maps would be printed over summer using GPS tracks for all trails to be ready for Sept. meeting. Map ads should focus on businesses with trail access. It would be first come, first serve as usual so any map ads already sold would be honored. Mike G. would look into increasing map size without increasing cost. A motion was made and passed to postpone map printing this year if there was at least 1,000 maps left.
At 8:58 PM, the motion to adjourn was made and approved. Next meeting is October 23th, 2018.

In Winnebago County, there are approximately 186 miles of snowmobile trails and over 6,600 registered snowmobiles. The Winnebago County Snowmobile Alliance (WCSA) represents the 12 snowmobile clubs throughout the county that maintain those trails.
