The September 28, 2021  meeting was called to order by President Mark Bombinski  at 740 PM at Tanner’s Bar and Grill.  The March  minutes were read by Lisa Breu .  A motion was made to accept the meeting minutes as corrected.

Treasurer’s Report  

The Treasurer’s report was read by Treasurer Lisa Breu and accepted with a motion by Debbie Beyer and seconded by Mark Bombinski with the following ending balances.

Director’s Report 

• GPS unit –Clubs should order theirs now.  There are about 611 clubs of which 250 clubs currently have them.  Remember you can’t go back and edit beyond that day.  It is recommended the club goes out and traces the rail before the season starts if there are any routing changes.  The system also clocks you out after being idle for 10 minutes.  Geo fence is +/- 750 ft.
• Fall Workshop – Oct. 22^nd & 23^rd , GTS Session attended by the Snowmobile Council, open to all clubs
• Bridges – $1.8 million in new bridges, $2.1 million in repairs
• 632 new miles requested
• Indian gaming money staying in funding @ 1.2 million – some of the money went into a segregated fund to pay for GPS units.
• The 40ft Right of Way bill going thru Legislature
• New method of measuring exhaust noise.  82 dB at 2500 rpm
• No changes to grooming rates for next year
• Trail Funding checks being paid at 100%.  Should be coming out soon, this week?

Trail and Grooming Report 

Winneconne Trails – Meeting with Paul Olsen, Luke Tennant, trail same as last year, Snow fence to keep people out of the park.  Kwik Trip access: can cross the road but need to work out a way to get into Kwik Trip.  In the past the trail came in behind K&J Beverage There may have been ditching deep which may make it not work.

• Golf course was ok this year
• Good communication is key
• Fines raised to for riding off trail might be over $300.00 with court costs.
• Will be reviewing the signage at the edges of town.
• Some brushing is needed.  Need to coordinate with Winneconne club.
• Winneconne trail marking could be done over deer hunting.

Old business

• Map Ads – Every dealer renewed.  Missing ads from Eureka, Sno-Pioneers.  8 map ad spots available.  Trail side businesses have priority.  Sell by next month – ads due by Oct. mtg.  Shamrock – Paul K. will check with Waukau for contact.
• Map Status – Jason doing map design.  Zones changed. 
• Bar tending at County fair made $370.00
• Open/Close bags – looking like $8-10 per bag
• Website – WSCA Meeting location is still listed at Rev’s on the website.  Other info also out of date.

By-Laws – Changes/Corrections: Lisa will send the revised by-laws to Jason for updating.

Fiscal year was changed.

One club one vote. Re Defined the names of officers and updated their duties. Staggered officer elections.  Minimum of 3 clubs to constitute a quorum.  President casts the tie breaker

Article 4 section 4 and article 5 are the same Keep in article 5

Article 3 bullet A section 1 meet all state requirements to be classified as a snowmobile club.

Article 4 section 3 change without notice to membership to with notice to membership.

New business

• Poyganaires raffle was discussed.  Ticket sales are going well and the MXZX is still coming.
• Jason will coordinate hosting a Zoom meeting version if desired.
• Fair Bartending – Debbie Beyer motioned to have the WCSA bartend at the County Fair, seconded by Lisa Breu.  Motion passed with 1 opposed.

Adjourn

• A motion to adjourn was made by Paul Kuehl and seconded by Mike Giese.  Motion passed.  Meeting adjourned after 9:13 pm.

Next meeting is Oct. 26^th at Tanners Tap at 7:30 pm.
